DB Support toolkit - need dbload on windows

"Not having the DB Toolkit available on all client platforms significantly deflates our operational compatibility story.   In particular Windows is a primary platform for remote client systems.  While the client docker image has its benefits it is not practical in all use cases and overly cumbersome for remote administration on individual machines."

    AMC networks is asking for these native tools being available on Windows. it is very difficult for embracing docker driven CLT into their existing ETL jobs written in SSIS. They are migrating their workloads slowly to Sailfish and are running into parameter passing into Docker from SSIS. This would have been a smooth process with native dbload availability on windows.

    Not having Sailfish tools for windows creates additional  obstacles that both BI team and our IT need to overcome. Windows servers and Windows desktops have different  issues installing docker environment, and I foreseen more since we will need more developers to use this utility.  With utility working naively on Windows, we can concentrate on actual task of migration and new development instead of dealing with docker on Windows.

    Also with docker container we do not have flexibility of passing parameters to dbload, which we use as part of our ETL process. Currently we can easily do it with nzload, and not having this ability greatly complicates ETL migration process.
