SPSS Modeler does not currently support milliseconds within a time stamp field.
This is a commonly used format in our line of business that currently affects 150 users, and growing.
The current workaround is to convert the time stamp field into a number field which could then contain the partial seconds as a decimal value. This workaround is outlined in this IBM Technote:
We would like have an option to select HH:MM:SS:MS under Tools > Stream Properties > Option > Date/Time > Time Format
